Assistant City Manager Dante Martin outlined a short Wichita City Council agenda on the 21st, saying the session would cover a first reading of a bond ordinance for a project at 1010 North Webb, several infrastructure and stormwater projects, transit system hardware and software purchases, and an arts grant application.
The agenda also includes a proclamation recognizing Historically Black Colleges and Universities and two awards from the Kansas Recreation and Park Association, one of which lists Council Member Maggie Ballard among the awardees. "Relatively short agenda, for the 21st," Martin told the council as he walked through the items; he also named Mark Manning as the presenter for the annual comprehensive financial report and thanked Nikki Babcock and her team for their work on the city's annual comprehensive financial report.
Martin described consent items and project specifics: a change order related to water and paving at the Buffalo Pines addition; property acquisitions needed for North Hoover Road improvements and a multiuse path (including drainage and temporary construction easements); an ongoing stormwater improvement project on Bleckley Drive; and a revised petition for stormwater drain and paving improvements. He noted the city is taking measures to preserve habitat for the spotted skunk while planning those projects.
On land-use and finance items, Martin said item 10 is a first reading of a bond ordinance for a development at 1010 North Webb that the agenda describes as a golf, sports and entertainment venue, and item 11 is a grant application intended to leverage federal funds to expand the city's activation grant program for local arts organizations.

Councilman Johnson noted the NBC World Series "starts again, 93 years, I believe," and said the championship game will be downtown at the stadium the week after next.
