Highway foreman proposes paving plan and use of discontinued Motor Vehicle Waste funds for sidewalks; board endorses procurement approach

Highway Foreman Tim Brown told the Lancaster Select Board on April 7 that crews are alternating between plowing and pothole repairs as roads dry and that, with the Summer Street paving project approved at town meeting, he would like to pave Bunker Hill, High and Stone streets using equivalent square footage from that project.
Brown asked whether the town could move money from the discontinued Motor Vehicle Waste Fund into the Municipal and Transportation Capital Reserve fund to pay for sidewalks; the board responded that the transfer can be used for that purpose. Board members emphasized the town’s procurement policy and encouraged sealed bids for paving work. Brown said Hutchins, Pike and Central Asphalt have been contacted and will submit sealed bids.
Brown also reported a significant number of catch basins need replacement and said the quotes he received are within the town manager’s approval threshold; he will proceed to request sealed bids and follow procurement procedures. Selectman Kathy-Jean Lavoie asked Brown to remind staff that 'NO MOW May' is upcoming and not to mow Soldiers Park.
The board did not take a formal vote to transfer funds at the meeting but indicated the intended use was permissible and instructed staff to follow procurement policy and provide formal cost estimates and sealed bids for future approvals.
