Milton board keeps existing water shut-off rules after discussion; public commenter seeks apology for earlier Zoom incident

During new business the Milton Town Board discussed its water shut-off policy after a resident raised concerns about notice and how shut-offs are handled. Mayor Patricia Williams described prior efforts to notify residents by letter and phone and said the town’s water policy (adopted Sept. 14, 2021) remains in effect.

Board members and staff noted operational constraints: the meter reader requires 24 hours' notice and cutting off service earlier in the day was suggested so residents can reach Town Hall if necessary. The policy language cited in the packet — specifically the provision on partial payments — was discussed; staff explained that partial payments are not considered valid to stop a shut-off. After discussion the board decided not to change the policy.

During public comment, Tracy Bland urged the board to apologize to Commissioner Cathia Stewart for how a prior virtual meeting was handled, saying Stewart was asked to mute during a continuing technical issue while other participants were not. Bland said the board had "disrespected Cathia" and that an apology was owed. The board did not record a formal response to that request during the meeting.

Finance Officer Sharon Williams summarized financial metrics related to the General Fund and Water/Sewer Fund earlier in the meeting, including a reported two-month General Fund deficit of $1,390 and water fund balances; the clerk also noted paperwork for a $50,000 preliminary engineering grant must be completed.
