Milton board approves ARP spending policy, adds EDC voting seats and sells cemetery tract

The Milton Town Board on March 14 unanimously approved several administrative and local actions, including an eligible-use policy for American Rescue Plan (ARP) funds, a conflict-of-interest policy for contracts and subawards, the addition of four voting seats to the town’s Economic Development Committee (EDC), and the sale of a lower tract of Cedar Cemetery to the Woman’s Club for $1.
Mayor Patricia Williams presented the policies and proposals. Commissioner Cathia Stewart moved to add voting seats representing the Chamber of Commerce, PCC, the agricultural extension office and the Caswell Health Collaborative to the EDC; Commissioner John Wallace Jr. seconded the motion and "all were in favor," the minutes record. The board then approved a new Eligible Use Policy for ARP funds and a Conflict-of-Interest Policy applicable to contracts and subawards; Commissioner John Wallace moved the ARP policy, which Commissioner Sherri Garrard seconded, and the board signed the policies at the meeting.
The board approved a new business application for All in the Family Grill and Mini Mart (previously Old Tap -N- Dye), which will operate six days a week from 6 a.m. to 9 p.m. The motion to approve the application was made by Commissioner Sherri Garrard and seconded by Commissioner Valerie Sottile; the motion passed unanimously.
On cemetery maintenance, Commissioner John Wallace moved to sell the lower tract of Cedar Cemetery to the Woman’s Club for $1 so the club can maintain the parcel and remove the fence; Commissioner Cathia Stewart seconded and the motion passed unanimously.
The meeting included a closed session under NCGS 143-318.11(6) to consider the performance of an individual employee. After returning to open session the board noted that Finance Officer Sharon Williams will request an insurance-liability form from independent contractors; the board discussed options including contracting or advertising the position.
What the votes mean: minutes record "all were in favor" for each motion. Present at the meeting were Mayor Patricia Williams and Commissioners Cathia Stewart, John Wallace Jr., Valerie Sottile and Sherri Garrard; staff present included Town Clerk Shirley Wilson and Finance Officer Sharon Williams.
