Milton adopts amended parking ordinance, approves planning-board vacancy policy and small expenditures

At its Oct. 11 meeting the Milton Town Board approved an amended 'Restricted and Prohibited Parking Area' ordinance, adopted a policy to fill Planning Board vacancies that will be advertised in the November water bill, and approved small expenditures including a $422.10 water-leak relief and a $400 catered-meal allotment.
The Milton Town Board voted on Oct. 11 to approve several local measures, including an amended ordinance restricting parking in town and a new Policy for Filling Planning Board Vacancies.
Mayor Patricia Williams opened a public hearing on the amended “Restricted and Prohibited Parking Area” ordinance and, after no public comments, Commissioner Valerie Sottile moved to adopt the amendment. Commissioner Sherri Garrard seconded the motion and all members present voted in favor. The board set a three-minute public-comment limit for the hearing before moving to a vote.
The board also approved a Planning Board Vacancy Policy drafted by the Planning Board. Commissioner Valerie Sottile said the policy will allow the town to notify residents about vacancies by inserting an application notice in the November water bill; the Planning Board will review applicant letters of intent and forward approved nominees to the Milton commissioners for appointment. Commissioner Sherri Garrard moved to approve the policy; Commissioner Sottile seconded and the motion passed unanimously.
Other formal actions included a vote to grant a water-leak relief payment of $422.10 for a customer whose September usage totaled 12,060 gallons. Commissioner Valerie Sottile moved to approve the relief; Commissioner Sherri Garrard seconded and all were in favor.
The board also discussed and approved allotting $400 for a catered meal at a Nov. 17 joint commissioners meeting. Commissioners noted prior allotments had been about $200 and that rising food costs prompted the increase; Commissioner Sherri Garrard moved the $400 allotment and Commissioner Valerie Sottile seconded the motion.
The board heard a staff financial report from Finance Officer Sharon Williams, who said General Fund revenue through September was 14% with expenditures at 18% (target 25%), and that the Water/Sewer fund revenue was 24% with expenditures at 22%. Sharon Williams noted $13,963.00 was spent in September for pump assemblies and water-leak repairs and provided bank and investment balances for the board’s review.
Mayor Patricia Williams tabled a separate discussion on installing security cameras until all commissioners are present, citing recent acts of vandalism and sheriff’s involvement.
