The Franklin City Commission held a first reading of a proposed text amendment to the city's planning and zoning regulations intended as a pilot program to permit development and construction of smaller lots and homes in select residential zones.
City Attorney Amanda East told commissioners the Planning & Zoning Commission reviewed the draft and recommended narrowing the residential zones to which the pilot would apply and recommended setting a 20‑acre maximum parcel size for any single development under the pilot. "They have narrowed the group of residential zones that this proposed text amendment would apply to ... and they've set that at 20 acres," East said during the presentation.
At the meeting East offered a subsequent clarification about which zone codes the amendment covers, but the transcript's wording is internally inconsistent regarding the specific zone list. City staff and the clerk pointed attendees to the posted amendment language; Kathy, the city clerk, said a full copy of the ordinance is available on request and will be posted on the city's website.
Because this was a first reading, commissioners identified sponsors for the ordinance and no final action was taken; the item will return for additional readings and public notice as required by the city's procedures.
