Assembly adopts rezoning to allow tsunami shelter and government offices on Yuzinky Tract C

The Kodiak Island Borough Assembly voted unanimously July 16 to adopt ordinance FY2027-03, rezoning a portion of Yuzinky Tract C Block 1 (remainder of USS 4871) from an R-1 single-family district to a PL public use district to permit government offices and a community tsunami shelter.
Manager Williams told the assembly that "the Native Village of Uzinski submitted a rezoning application to rezone the subject property from the R-1 District to the PL District to permit the existing building on the property to be used for government offices and as a community tsunami shelter." She noted the site was formerly part of the old Zinky Airport and that the 2008 comprehensive plan's industrial designation no longer applied.
Mayor Griffin opened the public hearing and, after allowing time for callers, said there were no public comments. Assembly member Gardner signaled no objection during discussion before the roll-call vote. The clerk recorded a unanimous vote to adopt the ordinance.
Community development director Chris French was present for questions during the staff report, and manager Williams indicated the zoning will correspond to a lot created by preliminary subdivision S26-16016. The assembly took no other amendments and adopted the ordinance as presented.
The adoption changes the parcel’s zoning to permit government functions and an identified community shelter; next steps will be implementation under borough land-use procedures and any required building or operational approvals.
