The Leonardtown Town Council on July 13 approved multiple routine business items, including liquor-license support letters, a maintenance-contract renewal for brick pavers, a tax-service agreement tied to a solar grant, authorization to act as a federal environmental-review responsible entity for a senior-living project, and a pass-through grant agreement for a splash pad.
Liquor licenses: The council approved a letter of support for a Class B beer-and-wine restaurant license for Boone's Bagels LLC (named in the record as David Boone) at 41654 Fenwick Street; a council member (speaker 9) moved the support letter, which passed by voice vote. Separately, the council approved a letter of support for Luxury Liquors LLC (owners named in the meeting materials) for a Class A retail liquor license at 25470 Pointe Boulevard, Unit B; a council member (speaker 2) moved that support, and the motion passed.
Contracts and engagements: The council approved a brick-paver maintenance contract with Stepping Stone LLC, effective Aug. 1, 2026 through Aug. 30, 2028, with three one-year extension options. The council also authorized the town administrator to sign a contract with Ryan LLC for tax services related to a Maryland Energy Administration local-government energy modernization grant for solar projects; staff said the grant award was $600,000 with $50,000 matching funds and that the anticipated investment tax-credit recovery was roughly $300,000, and the Ryan LLC fee recorded in the meeting record was $17,000.
Environmental-review MOA: The council authorized the town administrator to act as the responsible local government entity for environmental review on the Evergreen at Cedar Lane senior-living project (Cedar Lane Senior Living Community); staff said the EPA requires a qualified local government to oversee the federal portion of the project’s environmental review and that the town would receive reimbursement for staff time.
Splash-pad pass-through: Council authorized the mayor to sign a joint-use agreement and memorandum of understanding with Saint Mary's County to accept a $300,000 community parks and playgrounds pass-through grant for a splash pad near Modinsky Park; county staff will bid and oversee construction under the MOU.
All items above were moved, seconded and approved by voice vote in the meeting transcript; the council recorded 'Aye' votes and no recorded opposition for these agenda items in the meeting record.
