Manasquan board approves pay applications, change orders and capital-reserve withdrawal for elementary boiler project

The Manasquan Board of Education on April 15 approved a slate of finance and construction items, advancing payments and contracting steps for ongoing energy-savings and renovation projects and authorizing a capital-reserve withdrawal to fund elementary-school boiler replacements.
Business Administrator and Board Secretary Dr. Peter Crawley certified the district’s March financial reports and stated that no line-item has been over-expended, citing N.J.A.C. 6A:23A-16.10(c)3. The board then reviewed and approved multiple pay applications and change orders for ongoing projects.
Key approvals included pay applications from Honeywell International Building Solutions (Pay Application #8 for $239,457.22 and Pay Application #9 for $167,398.09), a pay application from H&S Construction for $298,607.12, and change orders for Honeywell and H&S (including a $53,170 modification and a $99,442.05 alteration/renovation change order). The board also approved Pay Application #8 from Honeywell for the ESIP project and multiple construction-related payments.
Capital reserve and next steps: The board recommended and approved a $450,000 withdrawal from the capital reserve account to fund construction and design costs related to boiler replacements at Manasquan Elementary School, and authorized the Business Administrator to solicit bids for the work. The board also recommended applying to the New Jersey Department of Education Office of School Facilities for necessary approvals for the project.
Other contract actions: The agenda included approval of an agreement with Kroll, LLC to update the district’s fixed asset accounting ledger, a limited-services proposal with Tokarski-Millemann Architects for boiler-replacement services (not to exceed $27,495), and an addendum to the Food Service Management Company agreement with Culinary Classics, LLC (flat management fee of $22,000, guaranteed return $25,000, total contract cost stated at $686,364). A subscription and implementation agreement with Red Rover Technologies for Absence Management and Hiring modules was recommended (item pending attorney review).
Votes and consent: These items were included in the consent package the board approved by roll-call (Manasquan/Sending District Items #19–#42). The roll-call vote was recorded as Ayes 7, Nays 0, Abstain 0, Absent 5.
What’s next: With bids authorized, the district will move toward procurement for boiler replacement pending NJDOE facility approvals and normal procurement timelines. The board approved change orders and pay applications that advance contracted work already in progress.
