The Shiawassee County Board of Commissioners, meeting Nov. 20 in the Surbeck Building in Corunna, approved the first reading of the county's Fiscal Year 2025 budget resolution, accepted a tentative wage re-opener with AFSCME, approved $8,715,924 in invoices and payroll disbursements and authorized related warrants, and approved a personnel contract amendment for County Coordinator Dr. Brian Boggs.
The board approved the budget resolution on a first-reading vote, with Commissioners Webster, Holzhausen, Johnson, Garber, Howard, Emery and Chairman Gregory Brodeur voting in favor. The meeting also included routine approvals of minutes from several committee meetings and multiple appointments: William Wascher was named the county's appointed surveyor and grant administrator for the state remonumentation program under an independent contractor agreement for FY2025; Tom Emery was appointed to the Zoning Board of Appeals effective Jan. 1, 2025; and Ben Frederick was appointed to Shiawassee Health and Wellness on the chair's recommendation.
In financial action, the board approved invoices, payroll batches (Oct. 25 and Nov. 8, 2024), wire transfers, ACH and EFT transactions totaling $8,715,924 and authorized warrants be drawn from the Treasury. The board also accepted the tentative AFSCME wage re-opener agreement for FY2025 and authorized the chair to execute the final agreement.
The board approved a contract between the Shiawassee Regional Educational Service District (SRESD) and the county for services to the Sheriff's Department and authorized the MSU Extension Services agreement for 2025, with both approvals carried unanimously.
The meeting included a closed session requested under Section 8(1)(a) of Michigan's Open Meetings Act to consider the periodic personnel evaluation of County Coordinator Dr. Brian Boggs; Dr. Boggs had requested the closed session under the OMA. Commissioner Webster was excused before the closed session; the meeting entered closed session at 5:37 p.m. and returned to open session at 5:54 p.m. After reconvening, the board approved, on an amended motion, a contract amendment for Dr. Boggs that excluded the proposed item #1 while approving items #2–#5 and authorized the chair to execute the amendment. That motion passed 6-0 (Commissioner Webster excused). The board adjourned at 5:56 p.m.
