Shiawassee County board approves $8.72 million in warrants, advances FY2025 budget and accepts AFSCME tentative wage agreement

The Shiawassee County Board of Commissioners on Nov. 20 approved $8,715,924 in warrants and related payroll batches, advanced the FY2025 budget in first reading and accepted a tentative wage re-opener with AFSCME, among several intergovernmental agreements and appointments.
The Shiawassee County Board of Commissioners approved multiple consent items and budget-related actions at its Nov. 20 meeting, including authorizing warrants, payroll and electronic transfers totaling $8,715,924.00.
The board voted 7-0 to approve Invoice Edit Reports covering dates in late October and early November, payroll batches dated Oct. 25 and Nov. 8, and to authorize warrants to be drawn from the county treasury for the total amount. The action included approval of wire transfers, ACH and EFTs.
Also on the consent calendar, commissioners advanced the county’s Budget Resolution for Fiscal Year 2025 in a first reading, carrying that motion 7-0. Because this was recorded as a first reading, further procedural steps remain before final adoption.
Labor and contract matters moved forward as well. The board accepted a tentative wage re-opener agreement between AFSCME and Shiawassee County for FY2025 and authorized the chair to execute the final agreement; that motion passed on a 7-0 roll call. The board additionally approved an agreement with SRESD to provide services to the Sheriff’s Department (7-0) and authorized MSU Extension Services for 2025 with the chair’s signature (7-0).
The meeting included several routine appointments and committee actions: the board appointed William Wascher as the county’s appointed surveyor and grant administrator for the state remonumentation program for FY2025 and entered into an independent contractor agreement (7-0); it approved the appointment of Tom Emery to the Zoning Board of Appeals effective Jan. 1, 2025; and it approved Chairman Gregory Brodeur’s selection of Ben Frederick to Shiawassee Health and Wellness. Multiple committee minutes from mid- to late-November were approved as presented.
County Coordinator Dr. Brian Boggs reported upcoming dates and events. Public comment was brief and included remarks by Tom Manke of Owosso Township and Jeri-Lynn Kellogg of Corunna on Toys for Tots and election results.
The board recessed into closed session later in the meeting for a personnel evaluation (see separate item). The meeting adjourned at 5:56 p.m.
