Shiawassee County approves Creek Pointe Brownfield Plan for Durand; authorizes excavator purchase

The Shiawassee County Board of Commissioners voted unanimously on Dec. 11 to approve Resolution #24-12-14, adopting a Brownfield Plan for the Creek Pointe redevelopment project in Durand under the Michigan Brownfield Redevelopment Financing Act (Act 381). The board also authorized purchase of an excavator from the Drain Equipment Fund for an amount not to exceed $45,844.
County Administrator Dr. Boggs presented the county’s review of the plan during a public hearing opened by Chairman Greg Brodeur. Justin Horvath of Shiawassee Economic & Physical Development and Samantha Marus of Fleece & VanDerberg provided input to the board. The City of Durand previously considered the plan on Dec. 2 and passed a resolution of concurrence and understanding allowing the county and the county Brownfield Redevelopment Authority to administer the Plan.
The resolution finds the Creek Pointe Plan constitutes a public purpose under Act 381, states the estimated duration of captured tax increment revenues at roughly 28 years (not to exceed 35 years under Act 381 adjustments), and concludes the plan’s costs and financing method are reasonable and feasible. The board’s approval was accompanied by a roll-call vote of 7–0.
The board separately authorized the equipment purchase for county drainage operations tied to related work on county-managed projects. The motion to purchase the excavator passed 7–0.
