Board approves Creek Pointe Brownfield Plan and authorizes $45,844 excavator purchase

The Shiawassee County Board of Commissioners on Dec. 11 approved a Brownfield Plan for the Creek Pointe redevelopment project in Durand, adopting Resolution #24-12-14 under the Michigan Brownfield Redevelopment Financing Act (Act 381). The resolution finds the plan meets statutory requirements, notes the City of Durand’s concurrence, and estimates the plan duration at about 28 years, not to exceed 35 years under Act 381 provisions.
County Administrator Dr. Boggs presented the plan at a public hearing the board opened at 5:05 p.m.; Justin Horvath of Shiawassee Economic & Physical Development and Samantha Marus of Fleece & VanDerberg provided input. No members of the public offered comments during the hearing, and the board closed the hearing before taking action.
Following presentations, the board voted to approve the Brownfield Plan by roll-call vote (7 yeas, 0 nays). Separately, the board authorized purchase of an excavator from the Drain Equipment Fund in an amount not to exceed $45,844; that motion passed by the same unanimous margin. The resolution and accompanying finding statements describe the plan’s financing as tax-increment based and state the Authority’s determinations that eligible activities, costs, and captured taxable value are reasonable and necessary under the Act.
The approvals allow the county and its Brownfield Redevelopment Authority to proceed with plan administration and project financing steps consistent with Act 381 and local concurrence from the City of Durand.
