Shiawassee County board adopts $22.3 million 2025 budget, keeps millage at 5.3840

The Shiawassee County Board of Commissioners on Dec. 11 adopted the fiscal year 2025 budget, approving revenues and expenditures each totaling $22,300,203 and an approved millage rate of 5.3840 mills after Headlee adjustments.
County Administrator Dr. Boggs presented the proposed budget during a public hearing the board opened at 5:03 p.m. and closed at 5:04 p.m.; no members of the public spoke during the hearing. The budget resolution (Resolution #24-12-10) passed on second reading, with Commissioner Garber moving the motion and Commissioner Howard seconding. The roll-call vote was 7 yeas, 0 nays.
The adopted resolution designates the County Coordinator as chief fiscal officer and chief administrative officer for purposes of the Uniform Budgeting and Accounting Act and authorizes the Coordinator’s office to transfer up to $6,000 between accounts, departments, or funds without prior board approval to manage routine adjustments and avoid budgetary shortfalls. The resolution also requires the Coordinator’s office to report recommended corrective actions to the board if actual revenues fall short or expenditures exceed appropriations.
The board had previously held a public hearing and reviewed the proposal in committee; the resolution notes committee review of department requests and anticipated revenues. The budget was adopted after regular motions and roll-call votes at the December meeting.
