School board installs new principals, supervisors and instructional leaders

At a special called meeting on July 14, 2026, the Frederick County School Board introduced and accepted several administrative appointments presented by district leadership.

Superintendent-level staff called forward Kim Olsen as the new principal of Red Bud Run Elementary. Olsen, who served four years as an assistant principal at Stonewall Elementary and 12 years teaching English-language learners in multiple districts, said, "It is truly an honor and a privilege" to serve as principal and expressed eagerness to "create a school where everyone feels that they belong." Emily Roy was named supervisor of career and technical education after serving two years as coordinator of work-based learning and prior classroom roles. Roy said she is "privileged to continue supporting CTE in this division" and looks forward to growing programs and student opportunities. (Emily Roy)

Eliza Waldman Sisson was introduced as assistant director of special education instructional services; she described previous roles in Norfolk and Virginia Beach public schools and thanked the board for the opportunity to support students and families. (Eliza Waldman Sisson)

TJ Rohrbaugh, a Sherando High School graduate who has taught in the division for years and served as a coordinator at Millbrook High, will become coordinator of student activities at Sherando. Rohrbaugh said he looks forward to continuing his service to students, athletes and staff. (TJ Rohrbaugh)

Nikki Mungan will serve as assistant principal at Frederick County Middle School; Mungan, previously the school's dean and an accountability specialist at James Wood High School, thanked the board and leadership for the appointment. (Nikki Mungan)

The board approved each personnel appointment by voice vote. The announcements concluded the administrative appointment portion of the agenda and the meeting moved on to budget and facilities items.
