The Seldovia City Council on Feb. 23 approved Resolution 26-15 to award design-build services for the city’s fuel retail facility roof replacement to Kuna Engineering LLC for $269,300, contingent on standard contract negotiations and Community Development Block Grant approval.
City Manager Heidi said the RFP received two responsive bids and that Kuna was determined to be the most responsive. Heidi noted that Kuna submitted Building Specialties Inc. as the primary construction contractor; staff performed reference checks and reviewed experience on similar projects. Funding sources listed in the laydown include a CDBG award of $241,557, a council commitment of $42,493 as cash match (previous resolution 22-50), and $38,035 in in-kind contributions (staff time and staging). Heidi said the bid did not include potential purlins, which would be negotiated later if required following engineering.
Conflict disclosures: One council member announced a substantial financial interest due to employment with Seldovia FuelNub and asked to be excused from the vote; the mayor excused that member from the vote but allowed continued discussion. Another council member said they had a familial interest (mother-in-law among tenants) and declared a conflict for the vote and did not participate in the final tally. The mayor advised that city code and state statute define “substantial financial conflict” and that the mayor’s ruling on recusals can be overridden by council vote.
Council discussed building condition and whether a roof-only repair is suitable for an aging structure; staff said engineering would evaluate structural components and potential exterior panel work and that a phased approach is in the CIP for longer-term decisions. Several council members expressed support for moving the project forward to stabilize tenancy and protect infrastructure.
The resolution passed with five affirmative votes, zero opposed, and one conflicted member recorded.
