Developers and planning staff held an extended concept review for a Wagstaff family property roughly 86 acres in size. The developer said the plan would rezone the property to R‑1‑15 consistent with the general plan and would require right‑of‑way dedication on 700 North, 3600 West and 400 South; lot sizes would conform to code (no lots smaller than 6,000 sq ft). Sewer tie‑in options were discussed, with staff noting opportunities to connect to an existing trunk sewer that could avoid use of a nearby lift station.

Commissioners and staff discussed required emergency egress: the development agreement would require an improved, perpetually open emergency access that can carry a fire truck, with no gated closure; if the developer cannot secure a fully‑constructed emergency egress, the commission would limit the number of lots allowed on the dead‑end road. Staff indicated the county would ask for right‑of‑way dedication and may require escrow for improvements until connections are secured.

Parks‑district interest and potential park contributions were discussed; the developer said they would work with the parks district on a possible dedication and were considering water‑wise front‑yard landscaping tradeoffs but noted higher installation costs for full xeriscape. Commissioners advised coordination with Heritage and neighboring property owners on connectivity and sewer, and emphasized the need for clear development‑agreement language tying infrastructure delivery to phasing.
