The planning commission voted to recommend preliminary approval of Longhorn East (file LPL051936), a proposed multi‑phase subdivision on roughly 64 acres that will include a 7.5‑acre public park and multiple street and pathway connections.
Felix (planning staff presenter) summarized the concept plan and phasing; phase 1 contains about 51 lots and provides a second roadway access to reduce reliance on a single terminal street. Staff noted on‑site improvements, sewer and culinary water arrangements, and that the secondary (irrigation) water system would be built privately and accepted by the relevant water district prior to final plat approval.
Commissioners and staff discussed a preserved Warren Canal buffer on the north edge, park phasing tied to escrowed funds, off‑site widening and turn‑lane improvements on 7100 and 6700 to accommodate increased traffic, and a request from the county engineer for traffic warrants. One commissioner amended the motion to require an advanced, user‑activated rapid‑flashing crosswalk with signage at the 7100/6700 crossing to help pedestrians access the new park.
The commission also amended staff condition 9 to require that outstanding improvements in the adjacent Pecarro Village subdivision be completed (not escrowed) prior to recording Longhorn East Phase 1. The motion, as amended, passed in a roll‑call vote.
Staff listed nine conditions that must be satisfied before final subdivision approval, including annexation into the service provider districts, accepted construction plans and cost estimates for the canal pathway and park, utility letters and required off‑site road improvements tied to phasing. The recommendation will be forwarded to the county commission for final action; detailed engineering, traffic and utility approvals are required at subsequent stages.
