City manager reports uplands entry authorization, grant awards and infrastructure updates

She said the city has received an uplands entry authorization from the Alaska Department of Natural Resources; next steps include a survey, appraisal, a Phase I environmental site assessment and initial cleanup on a roughly 1.2‑acre uplands parcel above the dock. "We're pretty excited about that," she said, and asked residents with vehicles at Jackluff to identify those vehicles because the city will start inventory and cleanup steps.
The manager reported work toward an easement with the University of Alaska for a raw‑water transmission line, and ongoing contract negotiations for a fuel‑storage roof project. She said a CDS appropriation for Jackluff will be rolled into the current PIDP program and referenced the figure "2,300,000," also saying that would bring totals to "2.09 ish," language included as stated in the meeting transcript.
On grants, the manager said Trout Unlimited received $240,000 for engineering and water‑quality assessments for Fish Creek Dam work; the Denali Commission grant and local match are expected to support the project and an RFP may be issued later this month with construction likely next spring. KBNR received an Alaska sustainable salmon grant to study slough habitat, and staff plan to resubmit a hydrology/wetlands preproposal after receiving review feedback.
The city also submitted five grant applications the previous Friday and is coordinating technical assistance requests (including Minnesota Housing Partnership work on a housing needs assessment). Finally, the manager said city council is considering offering Guardian Flight subscriptions to volunteer first responders and certain employees; commissioners were asked for initial feedback on being included as subscribers.
Commissioners thanked staff for the grant work and noted the projects will inform upcoming planning and capital work.
