Seldovia planning commission recommends edits to comprehensive plan, forwards draft to city council

The Seldovia Planning Commission on March 4 reviewed a summary of public comments on the draft comprehensive plan and voted to recommend the draft with the discussed edits to the city council.
City manager (speaker 5) told commissioners that the final consolidated version remains with the design team but that a summary of public comments would be attached as an appendix (packet pages 59–61). She listed proposed edits including adding a place for the plan’s adoption date, space for borough participation, and inclusion of missing acronyms (USACE, ArcGIS, Rural CAP and ACS Alaska). "I do have a copy of the plan with the comments marked that will be incorporated as well," she said.
A recurring theme from public comment that staff proposed to incorporate was stronger recognition of community services. The manager said the library, pool, Sea Otter community center and the school were minimally mentioned and recommended adding a short paragraph to the community vision section to note the benefits of continued community services.
Commissioners also addressed several drafting and scope points raised by the public: a confusing sentence about a bypass route was reworded to describe "a bypass route connecting the airport or east addition to the community, improving evacuation safety and reducing industrial traffic downtown," the harbor was added to the list of public facilities, and stormwater management was proposed for explicit mention in the plan to better align projects and strengthen grant applications.
On cultural and place‑making language, staff suggested either removing or reframing a 2014 reference to "Memory Grove Park" as a central plaza concept emphasizing history, art and views of Kachemak Bay unless commissioners wanted the named park preserved and expanded. The manager also flagged multiple typographical and naming errors to correct, including consistent use of "Kachemak Heritage Land Trust" and consistent acronyms for DNR.
After questions from commissioners about whether the commission wanted to see a final draft or forward the changes directly, the commission moved, seconded and approved a motion recommending approval of the draft comprehensive plan with the discussed changes and forwarding that recommendation to the city council. The clerk recorded three affirmative votes; the motion passed.
The commission did not set a formal adoption date at the meeting; staff said timeline adjustments will depend on the design team’s completed revisions and on how the city council wishes to proceed.
