Norwalk ' The Norwalk City Council opened a public hearing and then approved the first reading of a zoning ordinance on July 16 to allow detached garages in certain residential districts to be rebuilt on their original footprints citywide.
Luke, the staff presenter, explained that an amendment adopted in April had addressed a limited set of plats. After receiving more requests from homeowners in other parts of town, staff identified a code section that could be amended to permit detached garages in R1 and R2 residential districts to be reconstructed on the same footprint when destroyed by accident, natural disaster, or voluntary demolition followed by reconstruction.
Council heard a few clarifying questions from residents on the definition of "destroyed" and on whether prior percentage-damage thresholds had been removed; staff confirmed the amendment adds detached garages as a third option to be rebuilt on the same footprint and that building and fire codes still apply. After brief council discussion, Councilmember Cooley moved, Borjan seconded, and the first reading carried on roll call.
