Mayor outlines capital-outlay reauthorizations, park and bridge planning and broadband coordination with Pueblo of Jemez

Jemez Springs— At the March 17 council meeting Mayor Michael Nealeigh provided a detailed update on capital projects, funding opportunities and intergovernmental coordination.
The council was told that a $75,000 capital outlay grant originally appropriated for a community park administrative building has been reauthorized for the proposed community/visitor center building. For FY2027 the village submitted two capital outlay requests: $250,000 for a playground and shelter at Community Park and $150,000 for converting vault toilets to full plumbing or replacing them. Nealeigh also reported the village received two Government Results and Opportunity (GRO) awards: $180,000 for general operations and $180,000 to support the community/visitor center over two years.
On site work, contractors discovered seepage at several bell and O-ring joints of a 2-inch PVC supply line at the Community Park; the village is monitoring the line until funding is available for full replacement. The stage has been removed and the asphalt floor patched; electrical upgrades including a power box with eight plugs and a planned 50-amp breaker will be installed to support events.
The village is preparing an RFP for plan and design work on the North Mooney Bridge and should issue that in the coming weeks. Mayor Nealeigh said he met with Pueblo of Jemez Governor John Galvan and learned that JNET was awarded an $18 million BEAD grant and intends to bring multistrand fiber north from the Pueblo; if the village receives a Grant Writing, Engineering and Planning (GWEP) award it would coordinate its engineering plan with the Pueblos build-out to bring fiber to homes and businesses within the village limits.
Mayor Nealeigh additionally reported personnel items (a forthcoming part-time court clerk position) and recognized Wastewater Operations Manager Rose Fenton after the New Mexico Water Wastewater Association named the village plant Most Improved. He also said the Pueblo administration initiated renewed discussion about a 23-acre trust-land appeal and signaled interest in an MOU to clarify jurisdictional issues and intended land uses.
Next steps: staff will monitor the park supply line condition, pursue planning/design funding and grant steps for bridge and park entrance work, continue GWEP coordination with the Pueblo if collaboration letters are provided, and return with design estimates as MRCOG and consultants complete initial studies.
