Village of Kimberly adopts public-participation rules, approves housing and Rivers Edge development conditions

The Village of Kimberly Board on March 23, 2026 adopted a resolution formalizing public participation procedures for amending the village comprehensive plan and unanimously approved several development items, the board said at a meeting presided over by Pro Tem Lee Hammen.
Pro Tem Lee Hammen called the meeting to order at 5:00 p.m. in the Rick J. Hermus Council Chambers. Trustees Tom Gaffney, Mike Hruzek, Dave Hietpas, Norb Karner and Marcia Trentlage were present; President Chuck Kuen was excused. Clerk-Treasurer Jennifer Weyenberg, Administrator/Director of Public Works Danielle Block and Community Development Director Sam Schroeder were listed as staff. Engineer Brad Werner of McMahon and Judy Hebbe of the Times-Villager were recorded as others present.
The board unanimously adopted Resolution No. 3, Series of 2026, titled "Adopting Public Participation Procedures for Amending the Comprehensive Plan for the Village of Kimberly." Trustee Marcia Trentlage moved the resolution and Trustee Tom Gaffney seconded the motion.
On development matters, the board approved a site-plan and architectural-review application to convert the existing building at 222 N. Main Street to a single-family residence. The approval was conditioned on the applicant obtaining building permits before starting work and on a second phase (the detached garage) — including grading, drainage and removal of asphalt — receiving separate Village review and approval.
The board also approved the Ginger Belle Condominium plat for Lot 27 of the Rivers Edge subdivision with several conditions: garbage and recycling service must be privately managed or covered by a separate Village agreement because pickup will occur on a private road, with a release of liability; the developer must install street signs and no-parking signs to Village standards; the developer must coordinate mailbox design and placement with the U.S. Postal Service; and Village staff may approve minor modifications.
A related landscape plan for the planned unit development on Lot 27 of Rivers Edge was approved with the requirement that initial plantings be at least 5 feet in height.
Pro Tem Hammen noted there will be no meeting on March 30 and that the next scheduled meeting is April 6. He also reminded attendees of two public information meetings in the Evergreen room: one that evening at 6:00 p.m. about the Highway N/Washington Street project and one on the following Thursday at 6:00 p.m. about the Schindler Drive project.
There was no public comment. Trustee Norb Karner moved and Trustee Marcia Trentlage seconded the motion to adjourn; the board adjourned at 5:05 p.m. The meeting minutes were drafted by Clerk-Treasurer Jennifer Weyenberg and dated March 24, 2026.
