Planning commission approves special-use permit for truck-rental office at 900 Ridge Road

The Village of Homewood Planning & Zoning Commission on July 9 recommended approval of a special-use permit for a motor-vehicle rental office at 900 Ridge Road (case 26-36), subject to a condition requiring the applicant to provide documentation of a legal off-site parking arrangement for commercial vehicles before issuance of any business certificate or building permit.

Applicant Monique Smith (L and J Budget Truck Rentals) told the commission the Homewood location will be an office where customers sign paperwork; the company will keep trucks at an approved Budget lot in another municipality and meet customers at that lot or pick up vehicles for customers as needed. "Customers literally would just come in, sign the contracts to pick up their paperwork, and I would meet with customers to pick up the vehicles at other locations," Smith said.

Commissioners pressed Smith about whether trucks would be parked at 900 Ridge Road, how frequently vehicles are dropped off after hours, and how many rentals occur. Smith said there is not a fixed number of trucks stored at the Homewood address, that occasional after-hours drop-offs have happened in the past, and that they have removed a previously used lockbox and coordinated with the larger Budget network to reduce on-site vehicle presence.

Staff recommended approval on the condition that the applicant provide proof of a valid legal parking location for all commercial vehicles associated with the use; staff explained that verifying where the vehicles will be parked is central to the special-use finding. A staff representative noted some aspects of vehicle parking and storage fall under the jurisdiction of the municipality where the vehicles are physically kept, but emphasized the village needed documentation before issuing local permits.

Member Johnson moved to approve the permit with the recommended condition; member Josega seconded. A roll call vote was taken and the commission chair declared the case approved. Staff told the applicants to follow up with documentation as part of the business-license process and said staff will continue processing the application pending submittal of the required parking documentation.

The approval was limited to the office operation described by the applicant and incorporated staff’s findings and the parking verification requirement. The applicant was advised to submit required paperwork for staff review before final administrative sign-off.
