Woodland Hills commission approves Lumos park contract, Winterfest train and routine financial items

The City of Woodland Hills commission met Aug. 26 and approved a series of routine administrative items while taking several decisions on park connectivity, community events and road repairs.
City Clerk Lisa Baldwin presented the August minutes, and Commissioner Hedden moved to approve them; Commissioner Horan seconded and the motion carried. Treasurer Jones presented the warrants and the July financial report; the commission approved both after motions from Commissioners Hedden and Horan, respectively.
Mayor Killeen noted the city's Financial Statement is due to KLC by Oct. 1. Treasurer Jones told the commission that a few property tax payments have been received but six accounts remain unpaid and are due by Sept. 30.
On park infrastructure, Commissioner Hedden moved to enter into a 36-month contract with Lumos for internet service at the park, with speeds set per Technology+'s recommendation; the minutes record the motion as carried. The minutes do not specify a vote tally or a recorded second for that motion.
Commissioner Gillenwater moved to approve a $650 expenditure to rent a train for Winterfest; Commissioner Horan seconded and the motion carried. Commissioner DeVillier later moved to table planned pavement repairs at Marengo/Davidson and Marengo/Meadow while staff obtains a more comprehensive repair quote; Commissioner Gillenwater seconded and the motion carried.
The commission adjourned at 8:30 p.m.; its next regular meeting is scheduled for Sept. 23, 2025.
