Whitfield County OKs $10.85 million contract for Westside Park community center

Whitfield County commissioners voted June 8 to award the construction contract for the new Westside Park Community Center to Momon Construction of Calhoun for a guaranteed maximum price of $10,848,373.
Commissioner Greg Jones moved to award the contract; Commissioner John Thomas seconded and the motion passed 3-0 with Commissioners Jones, Thomas and Vice-Chairman Barry W. Robbins in agreement. The county engaged a Construction Manager At Risk (CMAR) to partner with Croft AE, the project architect, and county staff. The CMAR model was used to obtain competitive subcontractor bids and to manage cost and materials availability.
County materials presented to the board show the scope includes drainage structures and piping, concrete curb and gutter, sidewalks and flatwork, finish grading of green spaces and all building materials and labor for the 30,000-square-foot facility. County staff told the board that, because the contractor is at risk, the contractor must complete the site and building as designed within the guaranteed price and that additional costs would occur only if the county issues formal change orders.
The board approved the contract after several meetings to adjust scope and reduce cost from earlier estimates. No vote totals beyond the recorded 3-0 outcome were provided in the meeting minutes. The county did not provide additional public comment or a construction schedule in the minutes.
The board’s next procedural step recorded in the minutes is to proceed under the terms of the CMAR contract; any subsequent change orders or schedule notices will be considered at future public meetings.
