River Ridge CDD discusses stormwater complaints, NPDES report and storm‑surge resilience planning

Public comment and staff presentations on Oct. 22 focused on stormwater, drainage and resilience planning.
Resident Lynde Sorensen reported moisture and mold beneath her home’s slab, buckling of bedroom flooring and significant ponding behind her unit; inspections found no plumbing or HVAC leak and a foundation specialist recommended installing perimeter drain tiles and downspout extensions of 5–10 feet. Ms. Sorensen said she had presented the issue to her HOA and requested the CDD and the HOA coordinate a solution; Mr. Schultz and Mrs. Adams said drain tiles are likely an HOA responsibility while the CDD may address ponding in limited circumstances.
Johnson Engineering (Mark Zordan) presented the Lee County NPDES Permit FLS000035‑004 Cycle 4 Year 7 Annual Report, which Lee County reviewed and approved and which will be sent to the Florida Department of Environmental Protection before the Nov. 1, 2024 deadline. Staff said sampling requirements could change under a future permit and were instructed to continue NPDES work into Year 8 pending the new permit schedule.
The Board approved a Grant of Easement from PSGRC to RRCDD for drainage and discussed two additional drainage easements for Seaside II and the Golf Course area; Mr. Krebs said actual work in the field has not yet commenced and is contingent on drier conditions. Premier Lakes staff reported one nano‑bubbler requires repair and the Board discussed proposals to relocate the unit and related electrical work because of homeowner proximity.
Eric Long outlined a resilience action plan that could include an advisory/review panel and multiagency coordination. Using a hypothetical "Hurricane Milton," Long said a 10‑ to 12‑foot storm surge could have flooded an estimated 45%–55% of the community, and he asked the CDD to designate a Board and staff representative to assist; the Board agreed Mr. Long and Mr. Merrill will assist and Mr. Krebs is authorized to help as needed.
The Board also ratified emergency street sweeping by Precision Cleaning, Inc. for storm cleanup and authorized a $1,475 one‑time payment and the option for additional week‑to‑week cleanings for the next month.
