River Ridge CDD appoints Keith Merrill to vacant board seat and elects officers

The River Ridge Community Development District Board of Supervisors unanimously appointed longtime Pelican Sound resident Keith Merrill to the vacant Seat 1 (term expires November 2026) during its Oct. 22 regular meeting. Chair Bob Schultz nominated Merrill; the motion, seconded by Robert Twombly, passed with all supervisors voting in favor.
Cleo Adams, acting as Notary and District Manager for the meeting, administered the Oath of Office to Merrill. District Counsel Tony Pires and Mrs. Adams reviewed mandatory public‑service requirements for board members, including required ethics training, filing Form 1, the Sunshine Amendment and public records responsibilities, and Form 8B for disclosing voting conflicts.
The Board also adopted Resolution 2025‑01 to elect district officers. The resolution, adopted by unanimous vote, confirmed Bob Schultz as Chair, Terry Mountford as Vice Chair, and retained Kurt Blumenthal and Robert Twombly as Assistant Secretaries while adding Keith Merrill as an Assistant Secretary. The resolution removes James Gilman as an Assistant Secretary; administrative appointments for the district manager and fiscal officers remain unchanged.
The Board’s votes were recorded as unanimous "with all in favor" by the supervisors present. The next regular meeting was rescheduled to Nov. 19, 2024.
