Council approves expanded repairs and added funding for Thompson Park outdoor pool after structural discoveries

The council approved additional funding and a contract amendment for major, unexpected repairs at the Thompson Park outdoor pool. Staff said demolition revealed significant structural problems — CMU block spalling, degraded joint systems under plaster and transite pipe — that far exceeded the original localized concrete and filter‑room scope.
City engineers and the contractor (California Waters) identified multiple necessary change orders, environmental abatement for the transite pipe, specialized structural engineering, leak detection and expanded reconstruction of gutter and joint systems. Staff said the work would replace most pool systems and include a contingency; the intent is to restore nearly 90% of the facility to new condition and address associated ADA work around the weight room.
Council authorized carrying over remaining FY25‑26 project funds, appropriating additional funding, and amending the public works contract so California Waters can complete the expanded scope. Staff said some items required specialized environmental procedures and a longer timeline; they included a contingency of 10–15% given the discovery of previously hidden issues.
The vote was unanimous. Staff will continue to brief the council on costs and timelines and pursue grant opportunities for future facility replacement, noting grants are rarely available after a project is complete and must be planned in advance.
