City staff recommended assembling two adjoining properties — a roughly 60,000 sqft vacant parcel and a 15,000 sqft parcel with a single‑family residence at 17246 Palo Verde Avenue — to create a contiguous site suitable for future park development. The combined negotiated purchase price is $1,800,000, described in staff materials as a blended cost of about $24 per square foot and below recent comparable acquisitions.
Staff explained the acquisition is contingent: the city would not purchase one parcel without the other because the vacant parcel is landlocked and needs the adjacent lot for street access. Council authorized the city manager to execute the purchase agreements, amend the FY 26–27 operating budget to appropriate funds to the park facilities fee account, and adopt Resolution 26-29 to complete the acquisition.
Council discussion noted Bellflower’s limited park acreage for its population and praised staff for identifying a cost‑effective opportunity to expand parkland. Councilmember Coops asked for clarity about sellers’ prior asking prices and confirmation that escrow and closing instructions would protect the city’s interests; staff said escrow terms will be structured to protect the city and to coordinate closings.
