Buford commission signs off on insurance renewal, property sale negotiations and multiple vendor payments; chairman abstains on pledged funds release

At its March 2 meeting the Buford City Commission approved a slate of routine and capital-related actions covering insurance, property transactions, infrastructure agreements and multiple contractor payments.
The commission unanimously authorized renewal of the 2026–2027 general liability and property insurance package with Sterling, Seacrest & Pritchard / Pritchard Insurance Agency. Commissioners also authorized staff to negotiate and enter a purchase and sale agreement (subject to final commission approval) for approximately 3.20 acres at 995 Gainesville Highway (Parcel 08-151-002008).
The commission approved a supplemental Project Framework Agreement with the Georgia Department of Transportation to fund additional engineering fees for the Buford Multi-Use Trail Extension project. The commission also authorized the chairman to sign a joint consent agreement with the Public Service Commission allowing encroachment on an 80-foot buffer to permit installation of gas lines on South Richland Creek Road.
Multiple payments to contractors and local entities were approved by unanimous votes: $91,679.00 to Buford Housing Authority (one-half payment for fence installation at Forest Street Development); payment #1 of $135,446.50 to Ashford Gardeners, Inc. for the I-985 Exit landscape project; payment #12 of $162,739.21 to Backbone Infrastructure, LLC for the Moreno Street LCI project; Invoice #25106-01 of $5,187.09 to Breaux & Associates for the Buford High School softball field house project; and several payments to Charles Black Construction Co., Inc. totaling hundreds of thousands of dollars for track resurfacing, wall installation, sound-system work and stadium fencing and gates. The meeting record shows approval to rent Phillip Beard Stadium March 7–8, 2026 in coordination with Buford High School.
One financial action recorded an abstention: the motion to authorize release of pledged funds with Peoples Bank & Trust passed but Chairman Phillip Beard abstained (Ayes 2, Nays 0, Abstained 1). After brief remarks from the City Manager and City Attorney the commission adjourned.
