North Haledon council reviews tree ordinance, grant plans and appointments at June 18 work session

The Borough of North Haledon council met in a June 18, 2024 work session, during which Mayor Randy George read the Open Public Meetings Act notice and the clerk recorded roll call. Present were Council Members Jacqueline Roscio, Rocco Luisi, George Pomianek, Bruce O. Iacobelli and Vincent Parmese; Councilwoman Donna Puglisi was absent. The session began at 7:30 p.m. and adjourned at 7:45 p.m.
Council Member Bruce O. Iacobelli moved, and Council Member Rocco Luisi seconded, to open the floor to the public; the motion passed unanimously on roll call. With no members of the public present to speak, Iacobelli moved and Council Member Jacqueline Roscio seconded to close public comment; that motion also passed unanimously.
Officials reviewed an engineering Project Status Report and noted several communications. The record lists a police matter described as "Off Probation" from Police Chief Todd Darby, a legal matter noted as Borough of North Haledon vs Faber under DeMarco & DeMarco, and borough engineer Joseph Pomante's preparation for a 2025 Municipal Aid Grant application.
Ordinance #13-2024 (described as a tree ordinance) was placed on the agenda for second reading and adoption. Ordinance #14-2024, described as an amendment to the salary ordinance, was listed under new business.
A consent agenda of routine resolutions and administrative items was presented; the list included (but was not limited to) the appointment of Sgt. Dean Fusco as Municipal Alliance Coordinator; liquor-license renewals; library remittances; regional and local school tax schedules; liens for 15 Dorothy Drive and 52 Bogart; acceptance of a Boswell Engineering proposal for the 2025 local aid grant; authorizations related to individuals listed as off-probation (Janti Janouk and John Conforti); authorization to submit a grant application and execute a grant contract with the New Jersey Department of Transportation for the Manchester Avenue Improvements Project; acceptance of a resignation and appointment in the tax assessor's office; authorization to receive bids for a breathing air compressor for the fire district; appointment of Dr. Kimberly Baldino as Medical Director; and approval to issue payment of bills. The minutes present the consent items for consideration but do not record individual roll-call votes or formal adoption of each consent-item resolution in the work-session record.
The minutes also note that the borough's Food Truck Festival "was a success." The meeting adjourned on a unanimous motion; Mayor George declared the session ended at 7:45 p.m.
The work session minutes were signed by Deputy Clerk Dena Cedar and later approved at the council meeting of July 17, 2024.
