Administrator reports ARPA project progress, utility billing go-live set for July 1 and smoke test scheduled

At the June 11 meeting the village administrator reported ARPA project work begun May 9 and expected to finish by the end of June (weather permitting), confirmed a July 1 go-live date for new utility billing software and scheduled a smoke test for July 16 with a rain date of July 17.
The Village of College Corner administrator briefed council on operations and capital projects during the June 11 meeting.
Staff reported the American Rescue Plan Act (ARPA) project began May 9, 2026, and is estimated to finish by the end of June, weather permitting. The administrator said the village has requested permission from appropriate agencies to allow remaining contingency funds to be used for paving or sidewalks as part of the ARPA work; staff will provide an update in July.
Commonwealth Engineering has progressed toward starting a Preliminary Engineering Report (PER); the firm will collect final documents and information on June 17 to initiate the PER process. A termination notice for the Paxton Ditch project was forwarded to JWCI and the village awaits the most recent plans to present to another engineering firm.
The new utility billing software is scheduled to go live July 1, 2026, and staff continue weekly meetings with vendor Muni Link. The village has purchased and set up a folder inserter for utility bills; council approved leasing a postage meter to expedite monthly billing (motion by Ann, second by Chris, recorded 3/0), and Gage will contact the postage meter company to complete setup.
An ORWA water rate study by the Ohio Rural Water Association is expected to conclude by August 2026; administrators noted a 2023 rate study had been completed under previous leadership but that current staff were unaware of it and will continue the present study. A smoke test of the sewer system is scheduled for July 16, with a rain date of July 17; council approved freeing funds to provide breakfast and lunch for personnel involved (motion by Chris, second by Ann, 3/0).
DSS street sweeping is expected during the last week of June, weather permitting; administrators requested an updated proposal to include Butler, Preble and Franklin counties, which were not swept under the existing proposal.
