College Corner council places 7-mill operating levy on November ballot, continues spending freeze and adopts two ordinances

The Village of College Corner council on June 11 approved a slate of motions that will affect the village budget and local regulations.
Council voted to place a 7-mill operating expenses levy on the November ballot after a motion by Councilmember Chris and a second by Councilmember Ann; the motion passed by a recorded 3/0 tally. During public participation, resident Mr. Bake asked whether the levy was new or a renewal; Mayor Molly replied it would be a new levy because the previous levy was not renewed.
The council also voted to continue the current spending freeze (motion by Chris; second by Ann), a measure recorded as 3/0. Mayor Molly said she would forfeit her monthly mayoral salary until the spending freeze is lifted.
On zoning, applicants including Crystal Clark, Ethan and Jayna requested that the property at 4 County Line be designated mercantile rather than a funeral home. Chris moved to approve the change, Ann seconded and the council approved the designation (3/0), authorizing the property to be listed as mercantile.
Council added the third and final readings for Ordinance 505 and Ordinance 521 to the agenda, and after each reading the body voted to adopt both ordinances (motions by Chris, seconds by Ann; each recorded 3/0). The minutes note that Chris read the ordinances aloud before the votes.
Other formal actions recorded in the minutes include approval of May bills (motion by Chris, second by Ann, 3/0) and approval to lease a postage meter to expedite monthly utility billing (motion by Ann, second by Chris, 3/0). Council also approved freeing funds to provide breakfast and lunch for personnel involved in a planned smoke test of the sewer system (motion by Chris, second by Ann, 3/0).
The meeting was adjourned at 8:20 p.m. on a motion by Ann and a second by Chris, recorded 3/0.
