TECCA financial subcommittee backs conservative FY27 budget assumptions, flags Chromebook RFP as key cost

Gale Clark, TECCA’s interim school business administrator, told the Board Financial Subcommittee on Jan. 15 that the school is on schedule to build the fiscal 2027 budget and has issued a request for proposals for Chromebooks, with bids due Feb. 4. Clark said the chosen vendor will be incorporated into the FY27 budget because the 1:1 Chromebook initiative will represent a significant expense.
Dr. Patrick Lattuca, representing TECCA leadership, reviewed the assumptions that will frame the FY27 budget: a 2% increase tied to Chapter 70 funding, a districtwide Chromebook 1:1 rollout and the Pearson Statement of Agreement (SOA), which remains under negotiation. Lattuca said TECCA plans to be conservative on other federal and supplemental funding streams and to base estimates on the FY26 receipts split as a conservative placeholder where future amounts are uncertain.
Lattuca described enrollment history as part of the budgeting rationale, noting the subcommittee’s review of SIMS data (October SIMS: 2,998 enrolled; March SIMS estimated about 3,000). "We have never gone below 2,950 students," Lattuca said, and he proposed using 2,975 students as the FY27 planning baseline. Subcommittee members present supported that figure.
The subcommittee agreed that selecting a Chromebook vendor will be a near-term budget driver; Clark said the procurement timeline and bid outcomes will be folded into the budget once a vendor is chosen. The group also discussed the pending Pearson SOA and uncertainties in federal funding levels; no final decisions were recorded during the meeting.
Next steps: TECCA will review vendor responses after Feb. 4 and incorporate the selected Chromebook cost into the FY27 budget presentation to the full board. The subcommittee set its next meeting for Feb. 23, 2026, at 1:00 p.m.
