Hope town administrator reports new website launch, audit delay and tax delinquencies

Town Administrator Samantha Mank told the Hope Select Board on July 8 that the town’s new website is live but currently lacks e-notification capability and that she has signed a contract addendum to add that function.
"The new website is live. I’m having some difficulties with it, but the support team has been helpful. I learned that we don’t have e-notification capability yet. I have been in contact with them and signed a contract addendum to have that corrected as quickly as possible," Mank said.
Mank also reported an invitation from the MidCoast Council of Governments (MCOG) to participate in a Transportation Subregional Group and asked whether she or a colleague should represent the town on that committee.
On financial administration, Mank said the year-close process went well and that quarterly financial reports will be ready for the next Select Board meeting. She reported difficulty obtaining the town’s 2023 audit from the auditor despite repeated messages and emails and said other towns are experiencing similar delays.
The Town Administrator provided counts of recent permit activity and delinquent tax accounts: two building permits (both accessory structures filed to David Tetreault, 18 Sunset View Ln., and John Wood, 49 Robbins Rd.), four plumbing permits since the June 24 meeting, 108 FY2025 real-estate accounts with outstanding balances totaling $101,476.93 (foreclosure if unpaid on Feb. 12, 2027), and 13 FY2024 accounts totaling $29,770.33 (foreclosure if unpaid on Feb. 20, 2026). No public comments were recorded during the meeting.
The board voted to enter executive session under 1 M.R.S. § 405 (6)(A)(1) to discuss personnel matters concerning the Road Commissioner, John Monroe; the session began at 6:29 p.m. and the board exited by consent at 6:54 p.m.
Mank’s report included action items for staff: implement the website e-notification addendum and prepare quarterly financial reports for the next meeting. The transcript does not record further public discussion of the audit or the content of the executive-session discussion.
