Council members responded by urging immediate restraint and asking staff to limit nonessential spending for the remainder of the fiscal year.
The report did not include a line-item reduction plan; council members asked for follow-up analysis and prioritized re-evaluating hiring and discretionary expenditures. The council recorded approval of the financial report but attached a cautionary note that additional budget actions may be required.
