Brooks approves $23,020 Hardy Hall roof replacement, amends FY2025 capital budget

Mayor Pro Tempore Scott Israel presided over the Brooks Town Council meeting on July 15, 2024, where the council approved an amendment to the FY2025 capital improvement budget and awarded a contract to replace the Hardy Hall roof.
Lorey Spohr, town clerk and finance officer, told the council that the original FY2025 capital budget included $15,000 based on December 2023 estimates but that updated vendor quotes in July required increasing the budget by $8,000. Spohr said Fund Balance dollars would be used to fund the increase. The council voted unanimously to amend the FY2025 Capital Improvement budget to $23,000.
Spohr summarized two roofing quotes: Quote 1 at $24,853 from a single-owner company with a 4.8 overall rating and a 10-year workmanship warranty; Quote 2 at $23,020 from a family-owned company with over 20 years’ experience, a five-star rating and a 10-year workmanship warranty. The recommended scope includes removing existing shingles (including second layers where present), replacing rotted decking and plywood as needed, installing new edge trim and ice/water shield, and using GAF Timberline HDZ shingles with lifetime-rated vents and specified flashings. The town manager and finance officer recommended Quote 2 based on price and vendor history; Council Member Ted Britt moved to approve Quote 2 for $23,020, Council Member Todd Speer seconded, and the motion carried unanimously.
Spohr also presented the FY2024 Audit Letter of Understanding required by the State of Georgia. The engagement is with James Whitaker, CPA, and the estimated audit cost is between $15,000 and $17,000. The council voted unanimously to approve the audit letter.
The actions taken at the meeting included approval of the agenda, approval of the previous meeting minutes (with one abstention by Council Member Todd Speer), unanimous approval of the audit engagement, the budget amendment, and the roofing contract award. The meeting adjourned at 7:09 p.m.
The council’s approved funding for Hardy Hall comes from Fund Balance; the town did not identify additional grant or external funding sources for the project at the meeting. The replacement was recommended because the existing roof is approximately 25 years old and showed wear on inspection. Work is expected to proceed under the terms of the accepted quote and standard permitting and inspection processes.
