Township reports agreements of sale for Springridge and Balderston properties

East Whiteland Township officials announced on July 10 that agreements of sale are in place for about 140 acres of mostly wooded land encompassing the Springridge and Balderston properties in East Whiteland and Charlestown.
Township Manager Steve Brown described the acquisitions as the result of years of work by staff and counsel and thanked staff members, including Township Solicitor Bernadette Kearney and Assistant Township Manager Catherine Ricardo, for their roles in negotiating the agreements of sale.
As part of the consent agenda the Board accepted a Terraphase proposal to perform environmental due diligence for the Springridge/Balderston properties not to exceed $7,500. The Board approved that contract as part of the consent motions.
The Board also authorized acceptance of a Michael Baker proposal (not to exceed $299,786) for final engineering design of the Sidley/Mill trail extension; staff said this is a phase‑II effort that will move the trail project toward construction and is substantially funded by a previously awarded GTR grant. The appointment of Brinker Simpson as Acting Finance Director and several personnel actions were also approved via the consent agenda.
Next steps: Terraphase will conduct environmental due diligence; engineering design work for Sidley/Mill trail will proceed under the Michael Baker contract to advance the project toward construction (staff estimated a 2026 completion date for the trail project).
