The East Whiteland Township Board of Supervisors voted 2‑1 on July 10 to approve Greystar’s preliminary and final land development plan to build about 400 multifamily units at the Great Valley Corporate Center.
The approved Phase 1 plan calls for approximately 270 market‑rate units and 130 age‑restricted units, structured and surface parking, sidewalks, trails, intersection improvements and stormwater management. The applicant said it will design and construct a pedestrian connection to Valley Creek Park at its sole expense and coordinate the path’s final design with PennDOT as part of the Lapp Road Extension and signal work.
The Board discussed parking and accessibility tradeoffs. Town staff and the applicant presented a concept that would remove some northern parking spaces to make ADA‑compliant grades for the new path; staff said those spaces are rarely used except during large events. Mr. Calagreco, speaking for the applicant, told the Board the client had complied with requests and “he is sticking to his thirteen‑three bedrooms.”
Board members also questioned how the project’s projected student yield (about 29 students) was allocated by age and grade; the applicant said the school district would provide detailed counts and noted the figure did not account for students who may attend private schools.
Rich Orlow made the motion to approve the application; Chair Scott Lambert seconded. Member Peter Fixler cast the lone dissent. The motion passed 2‑1.
Supporters at the Planning Department and Park & Rec Board previously expressed conditional support for the pedestrian connection concept as a way to improve access to Valley Creek Park. The record shows the applicant will finalize the path design with Township staff and PennDOT as part of later permitting.
Next steps: the applicant will finalize engineering and permit the roadway and pedestrian improvements with applicable agencies before construction.
