Brooks council approves transmittal of CIE/STWP update for regional review

Mayor Daniel Langford and the Brooks Town Council unanimously approved Resolution 2025-001 on Jan. 27, 2025, to transmit the town’s Capital Improvements Element (CIE) and Short-Term Work Program (STWP) update for FY2025–FY2029 to the Atlanta Regional Commission (ARC) and the Georgia Department of Community Affairs (GDCA) for regional review.
Debbie Bell, Director of Planning and Zoning for the Fayette County Board of Commissioners, presented the update during a brief public hearing. Bell said the update includes an STWP addendum listing fire training, future fire stations and new fire trucks, and emphasized that impact fees apply only to new construction and are restricted in how the funds may be spent. She also said state rules require an annual accounting of all impact-fee receipts and expenditures to be submitted with the transmittal.
The resolution is an annual update required under the Georgia Planning Act of 1989 and, according to staff, completes the town’s documentation needed for the regional review process. The council’s motion to approve the transmittal was made by Council Member Scott Israel and seconded by Council Member Todd Speer; the vote was unanimous.
The council did not amend the document at the meeting; staff indicated the packet will be forwarded to county and regional reviewers per statutory procedure. No public speakers raised objections during the hearing.
