Ulster County Legislature approves $3.15M in housing awards, splits 14–8 on licensing and other measures

The Ulster County Legislature voted on Oct. 21, 2025, to release $3,150,000 from the county's Housing Action Fund to provide funding for seven housing projects recommended under Round 2 of the fund's NOFA. The measure (Resolution No. 456) passed 14'to'8; the minutes list the No votes as Legislators Corcoran, Hansut, Kitchen, Kovacs, Litts, Lopez, Roberts and Walls. Legislator Maloney left the meeting prior to the final tally.
The release directs the Assigned Fund Balance for the Housing Action Fund to support projects recommended for award; the minutes do not specify the names of the seven projects in the adopted text. The resolution was recorded as a non-consent item and drew the largest roll-call opposition of the night.
On the consent calendar and throughout the meeting the Legislature approved multiple contract actions and appointments. Among the consent items were: a contract amendment with ISolved HCM LLC that caused the aggregate contract to exceed $50,000; new contracts or amendments for Family of Woodstock, RUPCO, Dutchess Tekcon Industries, Encon Services & Supply, and Motorola Solutions; a payment-in-lieu-of-taxes (PILOT) agreement for ELP Marlborough Solar LLC under Real Property Tax Law §487; and confirmation of CJ Rioux as Commissioner of Finance. Most consent items were adopted unanimously or by wide margins.
Legislators also adopted Proposed Local Law No. 10 of 2025, establishing an Ulster County Electrical Licensing Board to set qualifications, exams and licensing for electricians in the county. That local law passed on a 14'to'8 vote; the minutes show the same eight Noes listed on Resolution 456.
The Legislature adopted Resolution No. 483, described in the minutes as "Opposing the Harmful Impacts of the 'Big Beautiful Bill,'" by a 14'to'8 vote.
Separately, members blocked three bond-related resolutions for capital work at the Golden Hill Office Building and referred that block to the Public Works & Capital Projects and Ways & Means committees. The motion to block passed 22'to'0 and the referral passed 19'to'.
The meeting packet and minutes included multiple announcements from the County Executive's office: the proposed 2026 executive operating budget and capital improvement program, appointment letters for county positions, and a press release noting that Ulster County is expected to receive about $21 million in federal funding to expand broadband to unserved areas. The minutes record solicitations and RFQs for county services and multiple routine ribbon-cutting notices.
The minutes record public hearings and public comment separately: the meeting opened with a public hearing on Proposed Local Law No. 11 of 2025 (increasing the income range for a senior partial county tax exemption) in which two residents, Larry Quick (Ulster) and Yvonne Sewall (Kingston), spoke in favor; four additional written comments were received and the hearing was adjourned at 7:13 p.m.
The meeting adjourned at 9:05 p.m. The minutes list upcoming public hearings on the 2026 budget and capital program on Nov. 17, Nov. 18 and Nov. 20, 2025.
