Staff presented a mid‑year budget true‑up showing departmental adjustments across animal control, public safety and ARPA funds, attributing several shifts to timing differences in project move‑ins and restricted‑fund timing. Staff said the adjustments are coming out of cash balances and pointed committee members to the detailed resolution packet; the motion to approve the amendments carried by voice vote.
On procurement, staff reported 15 RFP responses for a community‑development online permitting system and narrowed the field to three finalists after roughly 14 demonstrations. Staff recommended TechConnectGov for the vendor award and the committee approved the resolution to proceed.
Staff also noted June financials showing a month‑end general‑fund positive of $124,843.11, an unrestricted balance roughly $300,000 higher than June 2025, and a financial‑stability fund balance of $2,292,072.64.
Committee members asked clarifying questions about part‑time staffing for the new animal shelter (to add kennel technicians); staff confirmed plans and the committee approved forwarding the staffing funding to council for final action.
