Goshen County seeks cybersecurity grant; emergency management reports siren upgrades and other preparedness work

At the July 7 Goshen County Commissioners meeting, County Grant Writer Hannah Fullmer reported ongoing grant activity and two recent awards or applications that affect county programs.
Fullmer said the county has applied to the State and Local Cybersecurity Grant Program (SLCGP) and listed a project budget request of $569,158 to strengthen county cybersecurity systems. She also reported the county was awarded $10,000 from the American Library Association’s Libraries Transforming Communities program for accessible shelving units; the ALA award requires no local match.
Emergency Management Coordinator Thomas (Thom) Bozeman provided a monthly activity report describing ongoing grant administration and equipment work. Bozeman said siren upgrades are in the final design phase and installations are scheduled for late July; he listed a mix of awarded, partially awarded and denied items across recent grant cycles (including a partial award for an additional RIMS server and an awarded courthouse magnetometer under a prior short-term grant). He also noted 2025 EMPG funding of $38,549 and that new emergency-management consoles were delivered and one installed.
Bozeman and Commissioner Walsh also discussed deployment of the county’s new accounting software from Tyler Technologies; Bozeman said county offices are coordinating with the vendor’s project manager to transition account codes into the new fiscal year.
The board recorded these reports and accepted them as part of the meeting packet. No formal county commitments beyond continuing grant application and implementation work were recorded during the meeting.
