Goshen County commissioners adopt two grant-acceptance resolutions, approve subdivisions and routine financial reports

The Goshen County Board of County Commissioners met July 7 and approved a slate of routine actions, including adoption of two resolutions to accept grant funding, subdivision approvals and a request to close an unused Clerk Trust account.
Chairman Michael McNamee opened the meeting and commissioners approved the revised agenda and the June 16 meeting minutes. County Grant Writer Hannah Fullmer told the board the county has applied for a cybersecurity grant and presented two resolutions for acceptance: Resolution 2026-13 from the American Library Association and Resolution 2026-14 from the Office of State Lands & Investments. Commissioner Justin Burkart moved to adopt both resolutions; the motion was seconded and passed.
County Planner Karna Stoddard updated the board on Planning & Zoning’s research into an updated county land-use plan and requested community input on which private-property regulations residents consider important. Rachelle Anderson, project engineer with Benchmark, presented the Bigs Subdivision; Commissioner Aaron Walsh moved to approve the subdivision and the motion passed. The previously approved Scott Subdivision 2nd filing was presented for signature.
County Clerk Mary Feagler presented warrant, payroll and payroll-liabilities reports; she also said the Clerk’s office has not used a Clerk Trust account in over a year and that recent use of a county credit card makes the account unnecessary. Commissioner Walsh moved to close the account and transfer its balance to the General Fund; the motion was seconded and passed.
The board also reviewed an itemized warrants list and related voucher paperwork during the meeting’s financial reports. The transcript and supporting documents include a printed warrants register and a posted vouchers batch; commissioners moved to accept the reports as presented.
In old business, the board agreed to retain Burns Insurance as the county’s insurance carrier and to adopt a 3% deductible for the 2026–27 fiscal year after a motion by Commissioner Walsh carried.
The meeting adjourned at 10:27 a.m. and commissioners then interviewed candidates for several county boards, including the Joint Powers Board, Library Board openings and a Planning & Zoning vacancy.
