Brooks awards $68,100 bid for Hwy 85 Connector intersection, approves related park-access IGA drafting

The Brooks Town Council unanimously approved construction and pedestrian improvements at the Hwy 85 Connector and West McIntosh Road, awarding the contract to CGS Waterproofing Company for $68,100.35. Town Manager M. Ungaro presented a scope that includes an approximately 100-foot raised concrete median with rollback curb and gutter, an about 82-foot crosswalk tied into a proposed north-side sidewalk, ADA ramps, and roughly 190 feet of 4'x4"-thick concrete sidewalk from Railroad Road to the Post Office parking lot.
The council voted to use funds received from the Georgia Department of Transportation (LMIG) and American Rescue Plan Act (ARPA) allocations to cover the project; town officials said no property-tax revenue will be used. Ungaro told the council the two parking spaces on McIntosh Road would remain in place, responding “No” when asked if they would be removed.
Four bids were received for the work; Ungaro recommended CGS Waterproofing based on the low bid of $68,100.35 (the highest bid was $134,625 by Helix Grading & Utility). Council Member Scott Israel moved to approve the award and Council Member Brian Davis seconded; the vote was unanimous.
Separately, Ungaro said Fayette County has asked Brooks to prepare an intergovernmental agreement to define parameters for constructing an access drive through Brooks Bears Park to the Liberty Tech Charter School parking lot. He said he will draft IGAs among the Town, the Fayette County Board of Commissioners and Liberty Tech to outline responsibilities and permissions before any construction.
The project includes ADA improvements and a new crosswalk intended to improve pedestrian connectivity between the connector and adjacent town properties. Council discussion did not record any dissent on funding sources or contractor selection. The town will move forward with contract award and the planning work needed for the park-access IGA.
