Commission hears update on Martinsville-Henry County reversion and approves municipal utility arrearage report

Staff told the Commission that Martinsville passed its Voluntary Settlement Agreement but Henry County did not; the Commission also approved a Municipal Utility Data Report covering arrearages from Sept. 1–Dec. 16, 2021, and heard about a Municipal Utility Assistance Program funded with ARPA.
Commission staff updated members Jan. 6 that Martinsville City passed a Voluntary Settlement Agreement (VSA) related to a proposed reversion to town status, but Henry County did not approve the VSA and has publicly stated it will oppose reversion through legislative means.
Mr. Anderson told the Commission staff would prepare commending resolutions for departing staff member David Conmy and Commissioner Michael Amyx and would present those drafts at the March meeting. He also provided an overview of the Municipal Utility Assistance Program, which uses ARPA funding to help utility customers adversely affected by the COVID-19 pandemic and is similar to a Municipal Utility Relief Program run last fall and winter.
Mr. Anderson presented the Municipal Utility Data Report, which compiles arrearage data between Sept. 1, 2021, and Dec. 16, 2021. Because the report’s deadline fell outside the Commission’s regular meeting schedule, staff had already submitted it to the General Assembly; the Commission approved the report retroactively on a motion by Rosemary M. Mahan, seconded by Dr. Stephanie Davis.
