Commission on Local Government approves reports, accepts informational presentation and sets 2022 meeting dates

Cody Anderson, Policy Analyst at the Department of Housing and Community Development, summarized the 2021 Cash Proffer Survey and Report and said the only notable change from past reports was a large increase in local spending on parks, recreation and open space driven entirely by activity in a single locality. Ceasor T. Johnson moved to approve the 2021 Cash Proffer Report; Diane M. Linderman seconded and the motion passed.
Grace Wheaton, Policy Analyst at DHCD, presented an in-depth summary of the FY2019 Fiscal Stress Report. Wheaton said the Commission had adopted the report at the Sept. 9 meeting and that the Nov. 4 presentation was for informational purposes only; no action was taken.
Anderson also presented two Municipal Utility Data (arrearage) Reports required by State Budget amendments, which collect arrearage information from utility providers not regulated by the State Corporation Commission and show statewide arrearages and offsets by state and federal funding. Diane M. Linderman moved and Rosemary M. Mahan seconded approval of the Municipal Utility Data Reports; the motion passed.
The Commission considered proposed dates for its 2022 regular meetings (Jan. 6; March 10; May 12; July 14; Sept. 8; Nov. 3). After deliberation, Ms. Mahan moved and Mr. Johnson seconded approval of the schedule; the motion passed.
Mr. Anderson noted upcoming events including the Virginia Governor’s Housing Conference (Nov. 10–12) and the Virginia Association of Counties Annual Conference in Norfolk (Nov. 13–16). The Commission adjourned after a unanimous-sounding motion to adjourn that was moved by Ms. Linderman and seconded by Ms. Mahan.
