Commission on Local Government approves FY 2020 fiscal-stress report, hears staff updates

The Commission on Local Government approved the FY 2020 Fiscal Stress Report at its July 8, 2022, meeting in Henrico, after a presentation by Grace Wheaton, senior policy analyst at the Virginia Department of Housing and Community Development. The commission also received staff updates on ongoing projects and set the remaining regular meeting dates for 2022.
Wheaton told commissioners that the FY 2020 Fiscal Stress Report showed minimal changes to rankings from prior years and that "this was the first year that data from the COVID-19 pandemic is reflected in the report." Commissioners discussed options for adjusting the report's release timeline to make the data timelier. Following that discussion, Commissioner Rosemary M. Mahan moved to approve the report; Edwin S. Rosado seconded the motion, and the commission approved it.
Earlier in the meeting, LeGrand Northcutt, senior policy analyst with DHCD, reported that the department had backfilled two positions in the Policy Office—a policy analyst and a senior analyst—who will provide staff support to the commission as needed. Northcutt and Wheaton updated the commission on continuing work on the Mandates Catalog, the Cash Proffers Survey, potential changes to the electronic meetings policy, the broadband work group, and the public notice work group. The commission will revisit its electronic meetings policy at the September meeting pending guidance from the Virginia Freedom of Information Act (FOIA) Council.
Northcutt also summarized a new requirement under Governor Youngkin's Executive Order 19, saying that periodic reviews of regulations will go through the newly created Office of Regulatory Management; he said further updates will be provided as the process is implemented.
On procedural items, the commission unanimously adopted the meeting agenda and approved minutes from its May 12 regular meeting (with a typo correction noted under the 2022 General Assembly update). The commission also unanimously approved the remaining regular meeting dates for 2022—September 9 and November 4—and adjourned after no other business was raised.
The commission's actions at the July 8 meeting were recorded in motions moved and seconded by members in attendance and indicated in the meeting minutes. The meeting record notes that Dr. Stephanie Davis participated virtually for medical reasons and that Dr. Ceasor T. Johnson joined in person after approval of the minutes. The commission indicated no public commenters during the public comment period.
