Commission hears updates on Martinsville reversion, possible Dublin annexation; invites local officials if case is filed

LeGrand Northcutt, senior policy analyst, updated the Commission on several pending local government cases Sept. 9.
Northcutt reported the Martinsville Reversion is proceeding to a hearing before a special three-judge panel. He also said the Town of Dublin has indicated it may soon file an agreement defining annexation rights, and that there have been reports the Town of Warrenton has approached Fauquier County about a potential annexation.
Staff presented alternative timelines for review of a potential annexation agreement, assuming such an agreement is filed prior to the Commission’s next regular meeting. The Commission authorized staff to invite officials from the Town of Dublin and Pulaski County to the Nov. 4 meeting if a case is filed, and requested those officials present both to the Commission and to the public at multiple meetings to ensure public access to the discussion.
No formal hearing date for Dublin was recorded at the meeting; the Martinsville matter was described as proceeding to a special three-judge panel. The Commission did not take a final action on any annexation agreement at the Sept. 9 meeting; next steps depend on filings and scheduling.
